Sir,
With reference to your secret telegram No.112 of the 15th of September, 1931, on the subject of the Deportation Ordinance, I have the honour to enclose two copies of the Bill drafted by Sir Joseph Kemp shortly before his appointment as acting Chief Justice.
2. No report was furnished by the Committee referred to in Sir Cecil Clementi's secret despatch of the 31st of December, 1929. After its first meeting in September of that year the Committee adjourned to await preparation of the Bill to be drafted by Sir Joseph Kemp. The latest draft of this Bill is dated the 31st of March, 1930. It was not considered by the Committee which by that time was no longer in existence, some of its original members having left the Colony and others having ceased to occupy the posts which they had originally held. In the circumstances it was considered unnecessary to re-constitute the Committee, but the Bill was very carefully considered by my advisers and myself.
